Pragati for timely projects completion

 

The Prime Minister of India on 25th March 2015 launched an ambitious multi-purpose and multi-modal platform PRAGATI (Pro-Active Governance and Timely Implementation). PRAGATI is a unique integrating and interactive platform aimed at addressing common man’s grievances, and simultaneously monitoring and reviewing important programmes and projects of Government of India as well as projects sponsored by various State government agencies.

One of the objectives of PRAGATI is to ensure that the programmes and projects launched by the Central and State governments are monitored closely for timely implementation.

 

Key features of the PRAGATI:

 

 
  1. It is a three-tier system consisting of the PMO, Union Government Secretaries and Chief Secretaries of the States
  2. PM holds a monthly programme where he interacts with the Government of India Secretaries and Chief Secretaries through video-conferencing enabled by data and geo-informatics visuals
  3. Issues to be flagged before the PM are picked up from the available database regarding Public Grievances, on-going Programmes and pending Projects
  4. The system rides on, strengthens and re-engineers the databases of the CPGRAMS for grievances, Project Monitoring Group (PMG) and the Ministry of Statistics and Programme Implementation (MOSPI). PRAGATI provides an interface and platform for all these three aspects.

Road Projects:

 

27th January 2016

 

As all permissions / approvals related to the Mumbai Trans Harbour Link Project are issued, Department of Economic Affairs and State Government should complete the loan agreement with JICA by February 2016. The State Government should complete the acquisition of balance land immediately and the works should be awarded quickly.

 

The State Governments of Haryana and Uttar Pradesh should expeditiously complete disbursement, transfer of land and tree-cutting work for six-laning of the Delhi-Agra section of NH-2. NHAI should expeditiously complete the widening work at Sikandra on NH-2 and MoRTH should complete the project by 2016.

 

The State Government should expeditiously transfer the land and complete the tree-clearing work for four-laning of Panikoili-Rimuli section of NH-215. MoRTH and the State Government should complete the bridge near Belabahali village, and MoRTH should complete the project by October 2016.

 

30th December 2015

 

Governments of Bihar and Jharkhand should acquire and hand over the land for the bridge over river Ganga at Sahebganj by March 2016. As required approval from Ministry of Shipping is received, Ministry of Road Transport & Highways should expedite CCEA proposal and award of the project. Ministry of Railways must provide the GAD approvals for both RoBs by February 2016. Ministry of Road Transport & Highways (MoRTH) should aim to complete the bridge by September 2018.

 

For decongesting and reducing pollution in Delhi, it is considered necessary to speed up both Eastern Peripheral Expressway (EPE) and Western Peripheral Expressway (WPE). Ministry of Railways should expedite shifting of its electrical lines. Governments of U.P. and Haryana should hand over land by March 2016. Government of Haryana should expeditiously complete the WPE (Kundli-Manesar-Palwal). MoRTH should aim to complete the project by June 2018. Cabinet Secretary should review the progress of these projects regularly.

 

The State Government should expedite signing of State Support Agreement for six-laning of Poonamallee - Walajahpet section of NH-4. State Government needs to hand over the balance 22ha land by March 2016. MoRTH should strive to complete the project by March 2017.

 

MoEF & CC and Governments of U.P., Bihar and Jharkhand should process the forest clearance proposals and working permissions expeditiously for the Eastern Dedicated Freight Corridor (DFC). For the Sonnagar - Daikuni section, Government of West Bengal should expedite land acquisition. Ministry of Railways needs to award this PPP section by June 2016. Governments of UP, Punjab, Bihar and Harayana need to provide the consents for RoBs expeditiously. Ministry of Railways should award balance Civil, Electrical and S&T contracts by March 2016.

 

MoRTH should vet the tender document for the road component of the Kaladan Multi- Modal Transit Transport & RIH-TEDIM road projects by January 2016. Ministry of External Affairs must award the road component by July 2016.

 

Power Projects:

 

27th January 2016

 

State Government should expeditiously transfer the balance land and also extend support in maintaining law and order at the project site of the 1320 MW Meja Thermal Power Plant. Ministry of Power should aim to start the project by December 2016.

 

30th December 2015

 

Government of Bihar must complete acquisition of balance 162 acres of land and shifting of 16 affected families from the project area of Nabhinagar Super Thermal Power Project by April 2016. Ministry of Power should aim to commission the project by March 2018.

Government of Maharashtra should resolve the rehabilitation issue of the 1320 MW Solapur Thermal Power Project by February 2016. Ministry of Power must aim to complete both units of the project by January 2017.
