Project Investment entangled in Forest and Environment labyrinth

Forest Advisory Committee (FAC) has given approval for three Hydro power projects. National Hydroelectric Power Corporation (NHPC) owns two of the three cleared projects. NHPC plans to set up a 800 MW Tawang-II hydro electric project in Arunachal Pradesh and a 520 MW Teesta-IV hydro project in Sikkim. The third hydro project a 775 MW Luhri project in Himachal Pradesh is taken up by Satluj Jal Vidyut Nigam.

The National Board for Wildlife has also accorded wildlife clearance to the 444 MW Vishnugad Pipalkoti hydroelectric project in Uttarakhand of THDC India.


Nearly 101 projects are awaiting forest clearances and around 88 projects awaiting green signal from the Central environment ministry. The 88 projects include 32 roadways projects, 30 coal projects, 14 Thermal power projects and 12 hydro projects.


Following the withdrawal of GMR and GVK from two major highway projects - Kishangarh-Udaipur-Ahmedabad and Shivpuri-Dewas projects - the Union Ministry of Environment & Forest came under severe criticism from private infrastructure developers. To set the matter in course and ease the project investment process, the ministry announced a couple of reform measures recently.


The Ministry of Environment & Forest (MoEF) issued an order on 1 February 2013, by which mine developers would now seek forest clearance for the entire lease area instead of seeking nod in phases. This will simplify the process of seeking clearances in case the developers want to expand the mining area. On the same date, Environ Ministry issued an order relaxing forest conservation rules for 82 Naxal-hit districts. Forest & Environment Ministry also issued an order on 5 February 2013, exempting a range of linear projects such as roads, railways and transmission lines from requirement of Gram Sabha level approval, which its 2009 guidelines had called for. o far.


Manufacturing Sector Project Developments


  • Indo Rama Synthetics to set up Rs 4500 crore textile manufacturing unit in Tamil Nadu.
  • Uhde India has secured a contract from K P R Industries (India) to set up a grassroots 200 tpd Caustic Soda-Chlorine plant in Andhra Pradesh.
  • Tata Motors has secured an order from Bharat Electronics to supply 6x6 multi-axle mobility vehicles to mount radar applications for the Indian Air Force.
  • India Cements will invest around Rs 700 crore on the expansion of its integrated cement plant in Rajasthan.


Power Sector Project Developments


  • NHPC plans to execute three thermal power projects across India jointly with state governments. The projects include Rewa Thermal Project in Madhya Pradesh and two projects of 1,320 MW each at Lakhi Sarai and Pirpainthi in Bihar.
  • The Board of Directors of HeidelbergCement India approved setting up of a 12.15 MW power plant in Madhya Pradesh.
  • REC Transmission Projects Co (RECTPCL) has invited bids for transmission system for Baira Siul HEP-Sarna kV line on BOOM basis.
  • ALSTOM Bharat Forge Power (ABFPL), a JV between Bharat Forge and Alstom Power Holdings SA, has secured Rs 2251 crore contract from NTPC for supercritical Turbine Generator Islands (TGI).
  • Mytrah Energy plans to install 310 MW of wind power generation farms by December 2014 across the country.
  • Paschimanchal Vidyut Vitran Nigam (PVVNL) has invited bids for the works related to power supply schemes under R-APDRP Part-B scheme in Uttar Pradesh.
  • KEC International has secured five orders worth Rs 646 crore in the transmission and cable business.


Infrastructure Sector Project Developments


  • MBL Infrastructure secured a roadways order for developing a 47 Km stretch in Madhya Pradesh.
  • IL&FS will invest Rs 150 crore in developing a residential apartment project in Hyderabad.
  • IL&FS Transportation Networks secured road project for six-laning of Barwa-Adda-Panagarh Section of NH-2.
  • Municipal Corporation of Delhi invited bids for construction of office complex building at Karkardooma Institutional Area.
  • Water Supply & Drainage Board (WSDB) of Tamil Nadu has invited bids for provision of water supply schemes in the state.
  • Madhya Pradesh Road Development Corporation has invited RfPs for development of Road Over Bridges (ROB) and Limited Height Subways (LHS) in the state.
  • PWD Delhi has invited bids for improvement of Mukarba Chowk-Wazirabad Chowk corridor in the state.
  • Tamil Nadu Water Supply & Drainage Board (TWAD) has invited bids for development of water supply scheme in Cuddalore district of the state.
  • Royal Dutch Shell’s India unit is planning to set up a floating LNG terminal off Andhra coast.
  • Kopex Shaft Sinking Co led consortium secured an EPC contract for re-opening and expansion of Rakha mine in Jharkhand.
  • J Kumar Infraprojects secured a contrat from CIDCO to design & construct a depot-cum-workshop at Taloja for Navi Mumbai Metro Line.
  • PWD Orissa has invited bids for construction of Bhawanipatna-Khariar road in the state.
  • Unity Infraprojects bagged three contracts worth Rs 129.04 crore.
